Abstract:	這個研究計畫主要針對部會內的重大政策，設計出一個讓部會必須落實執行政策評估的機制，致使部會自身做好內部控管。這個機制可以協助部會自行決定如何挑選延續性的重大計畫，譬如以錢或數目來決定，而該計畫從第一期進展到第二期時部會要自己做出完整的評估報告，以評估計畫是否需要做出改變，其中的評估經費包含在重大計畫原先編列的預算內。
