Abstract:	臺灣某些政策作為或訴求，雖然嚴重違背了中共政權的重要國家利益，然而，卻難見中共能夠運用國家權力有效克制臺灣。也就是說，他們難以降低此一議題的敏感性與脆弱性。兩岸之間的互動關係，從某些事實觀察，臺灣並非全然處於權力劣勢的依賴性質。從互賴理論所提出的「敏感性與脆弱性」概念來看，是否可以作為一種適當的分析工具，以解釋兩岸互動的關係？本文擬探討互賴理論究竟能有多少解釋力，而以敏感性與脆弱性作為分析工具的概念，是否具有普遍性的意義與適用性，以及形成若干分析的具體指標。
