近年來，研究公共事務的學者，瀰漫一股『從傳統公共行政到新公共管理』的風
潮，不過公共管理與公共行政的分析單位有何不同，公共管理會是舊瓶裝新酒嗎？本文擬從
公共管理的歷史源頭出發，探討公私管理的問題、公共管理研究的途徑與範圍、公共行政
與公共管理間的關係，最後歸結於以「問題」來建構公共管理學科，而非著重於區分公共
行政與公共管理的差異性。
英文摘要
The academic scholars studying in Public Affairs recognize the emerging
issue on 『From Old Public administration to New Public Management』. However,
Whether Public Management is to be new wine in old bottles or not? What
differences are between Public Administration and Public Management? This
article probes first into Public Management historical context. Then, I will
search after the issues of public and private management, the method and scope
of Public Management research, and the relationship between Public Administration
and Public Management. Finally, I put forward a proposal which makes Public
Management to be a branch of learning with questions. But, not dividing the
differences between Public Administration and Public Management. |
