Abstract The purpose of this thesis is to analyze the Newly local self-government law, which states the structures and functions of municipal administrative organizations of R.O.C. by reviewing the structures and functions of municipal administrative organizations of major cities in the world to better understand the models of municipal administrative organizations. The municipal administrative organizations of R.O.C. is based on the principle of "Separation of Powers". Thus the mayor is given considerable authority which is similar to that of the Japanese municipal model. Therefore, in the process of research for this thesis, much effort was spent on study of the related rules and regulations relevant to autonomy of Japanese local governments. As a result, the development of municipal administrative organizations of the orient is further understood. This thesis is the first of its kind and there is definite need of more study on this topic. Hopefully future studies may be of more substance and worthy of reference to the interested academic.
