The purpose of this paper is to testify the Yuezhi people were the rulers
ofKushan Empire. According to the literature and archaeological papers, Yuezhi
camefrom Central Asia and was related to the eastern Scythian tribes. They arrived
inChina during Chwen-Chio Shan-Guo period, and went back to Bactria where
theyestablished the Kushan Empire betwen Chin Han Dynasties. Although they were
therulers of Kushan Empire, their culture was proved belonging to Bactria and
Indialocalism.
This paper includes four chapters as below:1. The brief history of Kushan Empire.2.
The origin of Yuezhi tribe and its migration.3. Culture changes and developments of
Kushan Empire-Greek-Roman, Indian, Buddhism ( influenced by localism rather than
rulership ).4. Conclusion.
