Abstract:	比利時具有僅次於日本的高水準勞力，在地小人稠、資源貧乏的限制下，仍能在強國環伺下茁壯成長，享有高品質的生活與教育。雖然，歷經列強多次入侵，人民卻能走出悲情，自傲其文化傳統；在競爭激烈的國際社會，不僅保有自己的語言、文化特色，更積枉約習各國語言，培養國際化的公民。比利時的的人口組成蠅為複雜，形成獨特的文化，進而影響其教育制度及措施。本文首先概述比利時的政治、經濟及歷史背景，並以佔夕數人口，及政治、經濟高度發展的法蘭德斯（Flanders）教育制度及其近年教育改革重點為主要內容，最後提出值得思考及參考借鏡之處。
