Abstract:	本文旨在分析臺北市國民中小學實施「公辦民營」之可行性。首先就臺北市國民中小學環境背景進行分析；其次說明「公辦民營」學校經營理念產生背景及其利弊；復次探究當前「公辦民營」之主要模式 -- 管理合約、民間承包、BOT、特許學校；接著剖析臺北市國民中小學實施「公辦民營」之可行模式，其中以特許學校較為可行；最後就臺北市國民中小學實施「公辦民營」之實際作為提出建議。
