Abstract:	本文以美國全國教育協會「中等教育重組委員會」，經五年實地調查，於1918年公布的《中等教育基本原則》為主軸，敘述此報告書所陎對的社會脈絡與教育問題；其次，詳細陳述報告書之內容大要，說明其以民主為教育宗旨、七個主要目標為中等教育的基本原則，並建議以綜合中學為中等學校的標準型式。最後，分析此報告書的歷史意義，並評論其對當時教育所提出的解決策略，期能提供相關的課程改陏之參考。
