Abstract:	本研究旨在透過文獻探討，了解美國「邁向顛峰」計畫之內涵及實施概況，並進一步分析該計畫之成效及問題。研究結果發現，該計畫成效包括：一、各州參加「邁向顛峰」計畫之情況良好；二、全國課程標準趨向統一；三、研擬政策提升教師素質及效能；四、各州積極協助表現不佳學校。但也面臨到以下問題，包括：一、聯邦政府面臨侵犯地方教育權之質疑；二、教師評鑑與學生學業表現掛勾，引發教師反彈；三、評比過程不盡公平。根據研究結果，本研究並提供建議以供我國教育行政機關參考。
