Abstract:	課程政策發展是近來各國教育改革的焦點之一。本文採理論分析方式，蒐集政策科學和公共政策文獻，探討政策的形成知識而非實質內容知識。我們發現政策專家對公共政策發展過程的階段區分，與課程專家對課程發展過程的階段區分存在高度的相似性。本文獲致二項結論： 1.課程政策發展時，亦可區分出課程政策目標規劃、課程政策方案規劃、課程政策執行、課程政策評價及課程政策回饋等五個階段。 2.課程政策發展時，各單位與人員會面對至少有六項重要任務：政策的命名及精神標舉、兼顧規劃與執行、區分單位及人員權限、目標的妥善運用、規劃設計多套方案與選擇、以及規劃在設計，以及執行與評價時的公開審議等六項。
